Ömer Uluç (1931 – January 28, 2010) was a Turkish painter and artist. After graduating from Robert College in 1953, he pursued engineering and later art education in the United States between 1953-1957. Uluç was part of the group called "Tavan Arası Ressamları" (Attic Painters), founded under the guidance of Nuri İyem in 1953. He spent a year in London and Paris in 1965, followed by periods in the United States and Mexico in 1972-1973 and Nigeria from 1973-1977. Starting from 1983, the artist resided in Paris, spending a significant part of the year in Istanbul. Uluç held exhibitions in various locations, including Paris, Berlin, and Istanbul. He participated in numerous biennials, contributing diversely to Turkish art by not limiting himself to canvas painting but experimenting with different materials. In 2005, his book titled "Heves Kuşu Durmaz Döner" was published by Yapı Kredi Publications. The book, starting with "Fragments" selected from his own recorded speeches, was conceptualized as an exhibition space in book form.
